Is medical reimbursement allowed if a retired person had to take any emergency treatment abroad while out of India.

I being a retired person had to go with my son out of India, where I developed pain and serious swelling in my ankle due to surgical implant. Being diabetic and having chances of developing serrious complications, I had to go for surgical removal of the implant which was held in with long 8 screws in my ankle. My institute has denied reimbursement on the plea that there is no provision for reimbursement if any treatment taken abroad. What should i do now?
